Submitted proposals for amendments to the Proposal of the Law on Amendments to the Law on Geological Explorations of the RS

The Human Rights House Banja Luka sent proposals for amendments to the Proposal of the Law on Amendments to the Law on Geological Explorations of the Republic of Srpska, with the aim of preserving and promoting the right to environmental quality and other rights of citizens.

The amendments were prepared by the Center for Environment, which is a member of the Human Rights House, and based on a series of remarks previously supported by the general public.

“Ever since the drafting of this law, it has been shown that there is a serious tendency to de facto completely centralize decision-making on geological research in the Government. Therefore, one of our most important amendments refers precisely to enabling the equal participation of local self-government bodies in decision making on activities planned on its territory”, pointed out Redžib Skomorac, legal advisor of the Center for Environment.

We hope that the amendments to the Proposal of the Law, in addition to accompanying explanations, will be accepted and submitted with the Report of the relevant Working Bodies of the National Assembly, where these amendments will be presented before the opening of the session.

In particular, we expect that additional amendments will be discussed by delegates at the 10th regular session of the National Assembly of the Republic of Srpska, scheduled for July 2, 2024.

We remind you that in 2022, the Center also submitted amendments to the Law on Geological Explorations, which is currently in force, but the National Assembly did not vote on the amendments at that time.

“Taking into account that the new amendments to the law further deepen the shortcomings, we legitimately expect a statement from the delegates on the amendments because they concern the area of ​​concessions — an area that chronically lacks legitimate public policies”, concluded Skomorac.
