The right to peaceful assembly is a cornerstone of a democratic society and a fundamental human right guaranteed by international and domestic legal instruments.

However, exercising this right often involves navigating the complexities of national legal systems and complicated bureaucratic requirements, in addition to addressing logistical challenges.

Recognizing the need for clear and accessible instructions, these guidelines are designed to assist human rights defenders, non-government organizations, informal groups and civic initiatives in the efficient and lawful organization of public assemblies.
